The proper way of pronouncing a decimal number would be to say each number individually, i.e. 12.456 would be pronounced ‘twelve point four five six’ and not ‘twelve point four hundred fifty six’.

This is because of the following:
on the left of the decimal point the numbers are named ‘units’, ‘tens’, ‘hundreds’, ‘thousands’ etc whereas on the right of the decimal point they become ‘tenth’, ‘hundredth’, ‘thousandth’ etc. A ‘hundredth’ is smaller than a ‘tenth’ therefore should not be said before it.
